Phase 1 of the East-West Corridor project was permitted under a separate State Environmental Policy Act (SEPA) document from the rest of the corridor and has already began construction. This phase focuses on building a roundabout with four connections to the north-south and east-west sections of Butterfield Road. The eastern terminus of the project is at the intersection of Keys Rd and Butterfield Road, and the western terminus is the eastern bank of the Roza Canal Wasteway #2 where it connects with the rest of the East-West Corridor. Also, this phase involves relocating and/or building water, sewer, cable and power connections throughout the corridor starting at the Roza Canal Wasteway #2 working east along the roundabout and east-west section of Butterfield Road. Phase 1 of the project will continue to increase the East-West Corridor's opportunities for new public transit routes, improved emergency response times, and non-vehicular transportation.
